MTL Salty and Pepper (Burdastyle Halter Dress) question

Hi - I'm new here and not an extremely experienced seamstress, but I would love to try my hand at this Burdastyle halter dress. 

 My questions are: would this be a dress that I could use a quilting cotton with or should I stick to apparel fabrics?  I think a uniquely patterned fabric would really make a cool dress. 

Also, should I make a muslin of this first?  I sort of want to jump right in, but don't want to waste a lot of effort if it doesn't fit.

I think you could make this from quilting cotton.. no problem. But... I'd make a muslin of the bodice section. Always a pain, but always worth it.  I make mine super rough - I wouldn't bother with the collar bit or the straps.. all you really need to check is fit around the bust and waist. Once you have that sorted.. then dive right in!
Thats what I was thinking too, just work out the area that could be problematic on the muslin!
