Any suggestions for a skirt bottom?

I'd like to make a dress like this one: http://www.modcloth.com/shop/dresses/taken-by-storm-flap-dress

I think Butterick's 5598 is a good place to start for the top (http://butterick.mccall.com/b5598-products-13740.php?page_id=155), but was wondering if anyone had a god suggestion for a bustle-style skirt?

I've made a few skirts like this, it's actually a really easy modification once you've got the main skirt finished. Good luck, I'd love to see the finished look!

Aubrey, I totally spaced on that pattern and then also remembered it at work today. I think that is probably the best way to go...
